Culture is people. Not one person, that's a personality. People: more than one person. Culture happens right here, in the space between people. These people over here are in a rural culture. These people over here are in an urban culture. And these people are a nomadic culture, so they're just passing through. When you deploy into a foreign culture, your military culture bumps into their culture, and their culture bumps back. The bumps aren't so bad if you learn about the other culture before you get there. Culture matters.
