Uzbekistan has the largest standing military in Central Asia. They may not have, Uzbekistan might not have as new of equipment as Kazakhstan, but they have more equipment. And my having seen both countries' militaries, while they're both well-trained, just my impression of the Uzbek military is that they are, for the most part, more professional than the Kazakh military. So therefore I'd say Uzbekistan is probably the leader in the Central Asian States, militarily.
One thing is definitely a fact is that the other Central Asian States view Uzbekistan as the military power to be feared in Central Asia. Not only do they have the largest military, they're also viewed as the country most willing to use its military against the other Central Asian States."
