“Another sensitive topic is the clan system, which is really the foundation of the society and then the military institution. In Djibouti you have two groups: the Afar and Issa. And the dominant group is the Issa group. And they went to a civil war between these two groups in the 1990s. Although they want us to understand that it is no longer an issue, the tip of the iceberg, under the surface it is still a very sensitive problem. So, it’s important not to mix the Afar/Issa issue. So, it’s a clan system. We have to be careful.”
