It looks like 1960s infrastructure type thing. Very simple. Garbage collection was non-existent, so everything was thrown at the edge of the roads. And whoever collected, there was a local person [that] tried to sell some as scrap. Animal control was non-existent, too, there was from dogs to pigs or goats roaming around. So there was [not much order] that I would think of.
