I was in Osh shortly after the uprisings and saw the burned-out areas of the city. There are different accounts of what caused it, but for the most part it was again going back to that ethnic rivalry between the ethnic Kyrgyz and the ethnic Uzbeks in Osh. It is not anything new that ethnic tension has been there for years. And to this day, to the Kyrgyz government's credit, there's been a lot of work done to try to overcome that ethnic divide, but it still exists and most observers will tell you that it'll only take another incident like that to cause another riot like 2010.
