The Culture General Guidebook, developed by the Marine Corps' Center for Advanced Operational Culture Learning (CAOCL), provides concepts and skills that can be used to understand and interact in culturally complex situations in any part of the globe.  The guidebook grew out of conversations among military personnel, social and behavioral scientists, and curriculum developers.  It has benefited greatly from the real world examples, critiques, and other contributions made by the broader community of people interested in providing scientifically sound concepts and skills for understanding cross-cultural situations to military personnel in accessible form.
